MPCA seeks comments from public on proposed hog feedlot in Goodhue County

Circle K Family Farms is proposing to build a hog production facility in Section 14 of Zumbrota Township, northeast of Zumbrota in Goodhue County.  A total confinement barn would house up to 4,700 finishing hogs.

As required by state rules, the Minnesota Pollution Control Agency (MPCA) prepared an Environmental Assessment Worksheet on the proposal. The public may submit written comments on the Circle K EAW until 4:30 p.m. on Oct. 5.

A National Pollutant Disposal Elimination System (NPDES) general permit for construction and operation of the feedlot is scheduled to be on public notice concurrently.

State agencies use the EAW to help decide whether a more complete Environmental Impact Statement is needed. The EAW covers site location details, nearby resources and other elements, including wells, soil types, water use, manure management, air and odor emissions, and traffic.

The new Circle K operation would produce an estimated 1.5 million gallons of liquid manure annually that would be stored in a reinforced concrete pit below the new barn. The manure will be removed in the fall and injected into cropland as fertilizer following an MPCA-approved manure management plan.

More than 1,500 acres of cropland are available for land application.  The manure application sites are cropland located within nine miles of the project in Zumbrota, Goodhue and Belvidere townships in Goodhue County.

A public notice for the general permit will be posted on the MPCA's Public Notices webpage.
